- WHWSC is making available to the Honey Island Members that are affected by the water outage water for consumption at the Honey Island Fire Department until 10 tonight. Again tomorrow from noon until 4 pm. Also at the water plant FM 1293 and Flowers Loop a water hose is stationed on the back side of the plant through the fence at the double gates. Due to it being through a water hose this water must be boiled before consumption. It can be used to wash hands, water animals, flush toilets and such.

WHWSC has coordinated with Hardin County Emergency Management to receive water to be handed out to the Honey Island Members that are affected by the water outage. The Honey Island Fire Department Team is at the fire department Saturday, September 12, 2026, now until 10:00 PM. Then they will be handing out water again Sunday, September 13, 2026 starting at 12:00 noon until 4:00 PM.
You will need to have a water bill and or Account # ready when you go to pick up water.
One case per membership at this time to ensure all that need water will receive water.

Emergency Relief Request for the Honey Island Area: WHWSC has iniated an Emergency Response Plan due to a main break at the creek crossing located just North of the VFD on 1003 North in Honey Island. To alleviate water loss in the Honey Island area we have requested help from local Emergency Agencies including the County of Emergency Management. Please monitor our website to stay informed about where and when supplies will be available.
This could be a long term water outage due to the location and inherent dangers of repair. Please be patient as we will be working diligently to return water service to the area as soon as possible.

Honey Island members Only: From the area of 1003 South at the Cut Through Road and all points North including FM 1003 North and FM 943 will be out of water service for an extended period of time, due to a main line rupture in the Creek just North of the Fire Department in Honey Island.
You may need to prepare for an extended interuption of sevice by purchasing bottled water and gallon bottles of water.
A short term solution is in process. We are working very deligently to make repairs. Thank you for your coorporation and help in this matter.

WATER RATE INCREASE
The average water rate for the State of Texas was $35.00 in 2022 and is expected to be $45.00 this year. With average inflation of 4.3% for the past four years and 30% increase in the cost of doing business, our system has been behind the average for some time. West Hardin Water Supply Corporation will be going up to $35.15 on the base rate and to $5.74 on the Uniform cost per thousand on the September 2026 bill. We have been earnestly searching out grants to help with needed work since 2023 and will continue to search for grant money to keep water rates as low as possible.
West Hardin Water Supply Corporation has identified existing infrastructure needs and is implementing a Capital Improvements Plan; Well #5 in Batson and new 100,000-gallon storage tank, Replacement of 6” line on Hwy 105, New Well #6 (due to age of Well #1 and Well #2), Rehab/Demo existing Batson standpipe, 50,000-gallon Thicket Tank inlet valve Rehabilitation, 2.5” Water Line Replacement along FM 2798, Replace Existing Transfer Pumps/Motors at Batson Plant. The largest amount of this increase will be designated for the capital improvements, with our priority on the Batson Well #5.
Since 2023 expenses above normal operating cost due to well failures and aging infrastructure have increased. Wells #3 and #4 have been relined and pumps down sized, reducing the production capability. Well #1 is being serviced and inspected due to increased sand production. WHWS has been working with engineering to obtain all permits for a new well in Batson. The cost of borrowing capital is, 1-million-dollar 30-year loan at present rates would be pay back of 1.8 million.

To be eligible for this position, applicants must be a current member of the West Hardin WSC.
Once all applications have been received, members will be notified and given opportunity to vote for their preferred candidate. Voting will take place in person at the West Hardin WSC Office. Please note that only one vote per membership will be permitted, and only current WHWSC members are eligible to vote.

As WHWSC Operators are out and about in the community the State has required them to watch for 3 violations:
1) Multi-tap connections: State requires only 1 dwelling per meter (Texas Administrative Code 16TAC 24.169(a)(4)
2) Cross Contamination ConnectionTCEQ (Private Wells and Water Supply Water both hooked up to the residence)
3) Sewer Cross Contamination
We are not searching these violations out but as members brings one of the violations to our attention we will need to investigate.
But upon discovering either by notification from the public or by daily functions of the operators we then have to address those violations.

We want to share the latest update on our ongoing efforts to restore and improve the water system for all West Hardin Water Supply Corporation (WHWSC) members.
WHWSC continues to make progress on system repairs and long-term improvements.
On October 7, WHWSC met with State Representative Janis Holt, TCEQ, TDEM, TWDB, Quantified Ventures, County Judge Wayne McDaniel, and other county officials and state agencies to discuss funding options for infrastructure projects. On October 21, WHWSC again met with Representative Holt's office and Quantified Ventures to begin preparing a Project Information Form (PIF) for submission to the Texas Water Development Board.
Over the past two years, both the Batson and Thicket wells have faced major mechanical issues, including damaged casings, pump failures, and sand infiltration. Engineers have recommended relining and resizing the wells to restore safe, reliable service. Repair costs to date have exceeded $437,000, with new well construction bids estimated at $800,000 for Batson and $400,000 for Thicket.
Replacement parts for the Batson well are expected to arrive October 30, with work, testing, and sampling projected to be complete by the third week of November. After the repairs are made to the liner in November, we are hopeful we can end the boil water notice. However, we cannot guarantee that until the next steps of repairs are completed and the system has passed all required testing.
WHWSC is actively seeking state and federal funding through the TWDB and GLO, and has been working closely with Representative Holt's office to identify additional grant opportunities.
We appreciate everyone across the system for conserving water during this time. Your efforts have helped WHWSC maintain pressure in Batson using supply from the Thicket and Honey Island wells.
For the Batson memers only: Please continue to boil water until further notice. WHWSC will continue distributing bottled water to customers while repairs and testing are underway.
